Continuous issues with new installation packages since 10.4

We continue to experience issues, severe, with installation of any version from 10.4, specially since BoS did the upgrade of databases, .NEt...ect. To the point that the new packages seem to retrieve a back-up from a hidden location of the server config. Can BoS get on top of these stability and resilience issues please? Is there a guide to do a full clean-up of installations and it is clear the new packages cannot uninstall properly and leave data behind in some hidden location that I cannot find? The serve is uncapable of starting by itself. I have to manually start in admin mode in W10 the service. ect ect ect.
